FAQ: Can offers with only private plans count as transactable?

Q: I want to publish a solutions as only private plans. Even if the solutions are not visible in the public Azure Marketplace, are they considered as transactable offers?

(Does it meet the IP co-sell requirments and is it considered as benefit-eligible offers for MACC)?

Co-sell requirements - Partner Center | Microsoft Learn

Azure consumption commitment benefit - Microsoft marketplace | Microsoft Learn

A: Yes an ISV can do private offers and their products can still decrement a MACC but they will not be able to be filtered as "Benefit Eligible" by a customer in the Azure portal without at least one public plan.
