MFA Trouble for 1 User

I have one user who lost his phone and is no longer able to access his email account due to MFA. I've turned off MFA for the user, and now he can access his email but is unable to access his security settings to reestablish / update MFA settings. When trying to access his security settings, he gets the MFA request to use his Microsoft Authenticator app. He can't use that because that was set up on his old phone.

I am a Global Administrator for Office 365, and it seems turning off MFA for this user isn't enough. 

 

Any help is greatly appreciated.

Go to the Azure AD blade > Users > select the user > Authentication methods > hit the Require re-register multifactor authentication.
