Why does it require Global Admin rights to enable mailbox auditing?

And more importantly - what are the plans to allow Exchange Admins to do this?

Solution

Any user that has the "Audit Logs" role assigned should be able to do that. By default it's assigned to the Records Management and Organization Management Role groups, but you can also create custom assignments as you see fit.
