Whitelist IP address in my tenant that is already banned IP in sender.office.com

Is it possible to whitelist an IP address in my Exchange Online tenant if that IP address is banned (Blacklisted) in Exchange Online Protection system, I know that the IP address owner can go to https://sender.office.com and delist this address. I need to know if my tenant can whitelist that IP address eventough it is on EOP Banned list. 

550 5.7.606 Access denied, banned sending IP [PublicIP]. To request removal from this list please visit https://sender.office.com/ and follow the directions.

I don't think you can, because your IP is listed in MS database therefore it will still be picked. If i were you i would go the delisting option.
