When mail flow rule deletes a message before mailbox delivery?
Where does an email deleted by an exchange mail flow rule go if it was deleted before being delivered to a mailbox and is it recoverable?

Nowhere, it's just dropped from the transport pipeline, and it is unrecoverable.
