is it possible to give the user the opportunity to self-create and self-managed distribution lists?

SolutionYes, it's actually on by default. You can control it via the role assignments: https://docs.microsoft.com/en-us/previous-versions/office/exchange-server-2010/ee332316(v=exchg.141)
They will get best experience if using OWA though.
