Hi Mike.

Do you receive any error messages while receiving emails from on-prem users?

If you are an admin, run a message trace on the Exchange Admin Center to check for the mail delivery. 


It is possible the emails are bouncing due to some issues which the message trace can possibly trace. This will help to streamline the problem and look for possible solutions. Also, is your account a cloud account?
