transport rule to bypass other inbox not working

I have a transport rule setup to bypass the 'other' inbox that doesn't appear to be working.  I'm not exactly sure why that would be.  The setup seems to be quite simple.  (tester.com in place of my actual rule)

 

What am I missing?  I should see the condition show up in the message header for the incoming emails correct?  How else can you tell if a specific rule is being applied to the messages?

Try changing the condition to The sender > Address matches any of these patterns instead. Or similarly, The sender > Domain is...

And yes, if the rule is working correctly you should be able to see this header added.
