Put mailbox in soft-deleted state

This may be a backwards way of doing things, but how would I put a mailbox in a soft-deleted state for the purpose of running New-MailboxRestoreRequest to restore it to another mailbox?  The user account is disabled, but still has the Office 365 E3 license applied to it (with Exchange Online enabled).

In O365, the cmdlet is only supported for Inactive mailboxes afaik.
