Out of Office feature not working with Exchange 2010 Sp3

I have exchange 2010 in hybrid configuration with office 365. Some of the on-premises user complaining about OOF feature. They implemented Out of office feature but it wont work and some of the user complaining reverse.

Can you be a bit more specific here? What exactly is not working, and for whom?
