Mismatching UPN and SMTP addresses for new users (where a different person has the same name)

We use Exchange 2016 Hybrid setup with 2 mail policies (1 default and 1 custom). When creating "duplicate" users (different person but with the same name) we're encountering the following issue:

 

1st user (created as expected)
e.g. UPN=John.Smith..., SMTP=John.Smith...

 

2nd user (created with a mismatch between UPN and SMTP)
e.g. UPN=John.Smith1..., SMTP=John.Smith2...

 

How do we create the 2nd John.Smith the same UPN and SMTP?

e.g. UPN=John.Smith1..., SMTP=John.Smith1...
