Microsoft Exchange plan

Greetings,

I would like to know how many Exchange plan 1 and 2 licenses I can put on 1 tenant. We need to buy 1600 licenses and don't know if they can all go on 1 tenant or if we need to buy E licenses.

There shouldn't be any limits to that, both plans are considered as Enterprise ones afaik,
