Microsoft.Exchange.Diagnostics.Service.exe

My Exchange 2016 server is incredibly sluggish all of a sudden. Using Process Explorer, I can see a process called Microsoft.Exchange.Diagnostics.Service.exe which is using 80-95% CPU all the time. It appears to be tied to the Exchange Diagnostics Service. If I kill the process, it immediately recreates. I have a hard time stopping the service manually...usually says it did not respond in a timely manner. I have run two malware scans from paid scanners (Avast and MalWare Bytes)...both say clean.

Is the Diagnostics service required to run for email to flow? What could be causing this?
