Limit Auto-Forwarded Messages.

I have a need to limit Auto Forwarding of messages to a small group of individuals and Block Forwarding from everyone else.

Is there a better way to do this than Creating two Mail Flow Rules at the #1 and #2 priority?

Rule 1 would be to Allow senders in a List and "The message type is Auto-forward"

Rule 2 would be to Block all forwarding with an Action of Reject the message with the explanation "Forwarding of messages is against Company Policy".

May I ask for Opinions?

That depends on the type of forwarding you want to block. If you want to be thorough, you have to configure both transport rules (with exceptions as needed) and apply custom RBAC controls to the users you want to prevent from forwarding messages.
