Is X-MS-Exchange-Organization-OriginalEnvelopeRecipients always QP encoded?

Please can someone help me with my query? 

  Is there any Exchange server that would encode (QP) email addresses in the X-MS-Exchange-Organization-OriginalEnvelopeRecipients  header by default as shown below? What criteria is used to determine when to encode address fields in the Envelope Recipients header?
