We did recently upgrade from Microsoft Business Apps to Microsoft Business Standard. I'm trying to import PST Files to exchange online and it works for newly created user with Microsoft Business Standard license, but not for existing user where I changed the license from Business Apps to Business Standard.
Comparing the Mailbox Configuration there are a lot "OWA" types missing as you can see from the screenshot below.
