Identify not labeled emails in EXO

Hi all,

I have applied a Sensitivity Labels (SL) policy that enforces manual labeling and have installed AIP Unified Labeling client in every computer. But for some users, even that the SL policy is applied to them and AIP UL client is installed on their computers, labeling is not enforced. 
How I can identify all users that may have this issue?
I'm thinking of a mail flow rule that send all labeled email through a specific connector (connector 1), and the emails that don't have any label through another connector (connector 2), then analyze the mail traffic in the connector 2 and identify the senders.
Do you have any better recommendation?
