How can I use REST to read an e-mail in an on-premises Exchange 2016 server?

How can I use REST to read an e-mail in an on-premises Exchange 2016 server? I see mention of using Security Graph, but that requires the Exchange instance to be hosted in Azure (AD) if I'm not mistaken.

It is supported, provided you have deployed Exchange 2016CU3 and up in Hybid mode
