External Recipients able to see User Photo

I do know that External email Recipients is unable to see User Photo. However, what if we're federated with vendors, are they able to see user 's Photo when send an email to vendor?

Environment: 

• Hybrid with Exchange 2013
• All User's mailboxes located in Exchange Online
• We use Azure AD Connect to push data from On-Premise AD to Office 365/Azure AD
• We do SSO using ADFS or Azure AD, depends on the vendor.

Nope. Even though the org-relationships do have a PhotosEnabled parameter, it was never actually functional, even when configured.
