Exchange Online Autoforward to onprem shared mailbox

Hi,

We have a hybrid envionment and our users are on EOL but have some shared mailboxes onprem which we cannot migrate just yet.

When a EOL user creates a outlook forwarding rule to a shared mailbox onprem it just drops the message no NDR, i have already created a outbound policy to allow auto forwarding but does not work. 

Example if a message arrives from an external domain an outlook rule is inplace to forward that to the shared mailbox onpremis, the error generated when tracking the message is below

eason: [{LED=250 2.1.5 RESOLVER.MSGTYPE.AF; handled AutoForward addressed to external recipient};{MSG=};{FQDN=};{IP=};{LRT=}]

Not sure why this is being treated as external as the mail has already arrived in the users mailbox and should just forward to the shared mailbox which is part of the same domain.

Is this supported or any work arounds?, we have 100 shared mailboxes which are impacted
