Exchange 2016 continually starting/completing internal schema upgrades

There are two events from the source MSExchangeIS in the Application log and they repeat thousands of times per day.

Event 1040

Microsoft Exchange Information Store service will perform an internal schema upgrade on (Folder) (xxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx[1]-000000000). The upgrade will bring the version from (0.143) to (0.144).

Event 1041

Microsoft Exchange Information Store service has completed an internal schema upgrade on (Folder) (xxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx[1]-000000000). The upgrade has brought the version from (0.143) to (0.174).

It is hard to say what might be going on. I checked with someone else and we both agree that this is unusual as a permanent situation.
- Do you by any chance have DAG members that are on a different CU level?
- Does Exchange Health Checker call anything specific out? https://aka.ms/ExchangeHealthChecker

Packets Received Discarded 955 --- Warning: This value should be at 0.
AES256-CBC Protected Content Support True This build supports AES256-CBC protected content, but the configuration is not complete. Exchange Server is not able to decrypt protected messages which could impact eDiscovery and Journaling tasks.
