enable the email recall feature when we have AIP In-place

I have many users using O365 E5 and some just have the Microsoft 365 Business Premium subscription, so I think AIP is in place.  Is there any way to enable the email recall feature in the Desktop Outlook?  Nothing happens when it is clicked for all users.

Hello, you cannot recall a message that's protected by Azure Information Protection.

But you can revoke with AIP or advanced OME.
