i am wondering if dynamic distribution list can be created in on premises AD? And fors the membership of the dynamic distribution list sync to Azure AD via AADconnect?

They can be created on-premises, as long as you have the Exchange schema extensions. But they will not be synced to Azure AD, so if you want to use dynamic groups in Exchange Online, you have to create them directly in the cloud.
