Double Booking Conferance Room in Calendar

How does an Exchange Online allowed a Conference room (Resources) to get double book

 

1st User booked the room 4pm to 4:30pm and received an Auto Accept accepts for the room request.

2nd User asked a user that has Full Access to the Conference room to create a meeting from 2pm to 4:30pm.

Question: Why didn’t the user with Full Access to the Conference receive a conflict message?

Because someone with Full Access on a calendar can double book. You have Full Access on your own calendar and can double book without any notification. It is presumed someone with Full Access booking something on a calendar would check to see if the time is available or not.
