432 4.3.2 STOREDRV.Deliver; recipient thread limit exceeded exchange 2016

Hi Guys, 

Recently I am getting 432 4.3.2 STOREDRV.Deliver; recipient thread limit exceeded on my exchange server 2016 and internal email are stuck in queue for a long time. Eventually the email will be delivered to mailbox but it take times like 1 or 2 hours. 

I googled around and does not fund anything specific on this error.

After digging, the issue is because one of our server performing very badly. This server is not performing best and eventually we fine tune the hardware and mail flow issue not reappearing

Can you provide some insight as to what performance problems you were seeing with the hardware?
We have a similar issue that has started happening out-of-the-blue with no (known) changes to hardware.
