XLOOPUP with multiple filter function

Hoping someone can help me on this, I would like to have a formula in E3 downwards in the data tab that will pick from tab 3.16 a value like in column C but for a year indicated in cell E1.

In column D, I have the most recent year values picked but in column E I want values from a previous year so that I can compare side by side.

@Lycias Hi, I have tried to solve your query using XLOOKUP itself. Just joined the code and 2017 in lookup value. And also joined both the LOOKUP ARRAYS.
