I use a shared Excel spreadsheet that is password protected. Today the password isn't working, but the few people who should have access to it do not believe they have changed it, and cannot access it. Is there a way to tell who has changed the password or even who has access?

One way to determine who locked it and when is very difficult to determine in hindsight.
You would have to ask your administrator because I assume that you work under 365 in sharepoint or OneDrive.
It is always an advantage to provide enough information about Excel version, operating system and storage medium :).
But you could unlock the worksheet or workbook structure...here are some links to it.
