#Value reading values from a read only file

HI all, 

I am reading values from a different workbook which is set to read only. If the work book is open I the formula works fine. If the workbook is closed then it doesn't pull in the values returning #value. Any ideas to fix this?

Functions like INDIRECT() and COUNTIF() don't work on closed workbooks.
