Using vlookup for partial lookup value

If lookup value is 23A and I want to lookup only 23 from that and return the corresponding value against 23 from the data..

Will it always be the first two characters? Or all digits, however many there are?

And do you want to look for "23" as a text string, or for 23 as a number?
