Unlocked cells still have protected sheet popup

Hi,

I am working on a file with multiple sheets. I have gone through and protected most of the sheets leaving certain cells unlocked. Now ever single cell prompts the popup message that says "The cell or chart you are trying to change is on a protected sheet..." When I say every single cell, I mean even ones that are not on a protected sheet. In fact, I can switch over to an unrelated spreadsheet with no protections at all and I'm still getting the message as long as the first file is open.

 

Ultimately when I click okay, I am still able to make changes and it does prevent changes to locked cells. But how obnoxious!

Now, I believe this has something to do with settings in my system but I'm not sure and I can not send it back to my client in this conditions. Please help!
