Trying to do a proposal template

I am trying to compare multiple cells to come up with an answer.  If you open the attached spreadsheet, I need to look on the Proposal Finance page and compare if the Hosting Option is either SaaS or Self Host, then compare of the Type of Processing is Full Medical or Dental and then determine if the Primary Subscribers are between 0 - 10,000 then under Recurring Monthly Maintenance it will look at Rates to select the correct minimum lives with the correct cost.

I don't know if I can do this or not, but thought I would give this a try
