Trying to create an employee document on who is up for a shift assignment based on seniority.

I have no idea where to start with this. I'm looking to input date of hire and somehow have it determine who would be up for a mandatory shift assignment starting at the bottom. The kicker is if the lowest employee picked up a shift in the past two weeks, they are exempt, so there would have to be a way to put that in as well. Any one have a starting point here or a template?
