Yes, Excel will prompt the user to make a workbook (opened from a network location) a trusted document after content has been enabled.

Take this solution with a bit of caution: over the past two weeks or so there's been a quirk going around where making a workbook trusted actually makes the macros unavailable. This will likely be resolved with an update soon.
