Trouble frequency function

In a spreadsheet I have entered a formula to count different values in bins. The formula only works for the first bin, but gives the same value for the other bins. Why?

Odd. Which exact Excel version do you have? Is that formula just in cell H4, or also in H5:H8?

It is the same formula in also H5:H8. I use Microsoft Excel 2013 (15.0.5529.1000) MSO (15.0.5493.1000) 64-bites, a part of Microsoft Office Professional Plus 2013.
