Support for IF & AND function

I need support for my excel sheet

I want to do as  following 

if  A1= B2 and A2= B2, then 7- C3 otherwise it is 7

=7-C3*(A1=B2)*(A2=B2)

it wouldn't be if(and(a1=b2,a2=b2),7-c3,7) ?
