Sorting custom lists

I need to sort HS1, F11, F12, HS2, F21, F22, HS3,F31, HS4, F41, & F51.

I created a custom list, but it isn't sorting in the order I need.

Sorting, includes with the custom list, is applied to the continued range. If you try to change values in some order for the separate cells afraid that doesn't work. If only with programming, VBA or Office Script.
