I am using office 2019 and windows 10. I just upgraded to 2019 from 2016. Before I was able to right click in a cell and shift cell left, right , up or down. Did that feature get removed? Now it just gives me the option to insert a row or column.

Excel 2019 isn't different from Excel 2016 in this respect.
If you right-click a cell in a table, you can only insert a table row or table column, since you cannot shift single cells in a table - that would disrupt the table structure.
But if you right-click a cell outside a table and select Insert... from the context menu, you should get a dialog with several options.
