Share an Excel as an active PDF

Looking for a way to share an Excel link as an active PDF. Similar to Publish to web (as PDF) in Google Sheets. Any tips?

Please explain your plan in detail. From your text you can not see what your plan is. Would you like to create a PDF and link from there to the Excel workbook?
Or open a PDF from an Excel hyperlink?
However, it would be beneficial if you could explain it in detail.

I would like to add a hyperlinks to a site that links to a PDF. This PDF is linked to an Excel that I update frequently but do not want to return and update the multiple links. The only option I see is share the Excel sheet but I do not want the viewer to be able to modify any content or save as PDF but that does not work with the frequent updates.

Data from PDF to Excel is only posible with a Office 365 Abo version...so far i know.
