Setting different privileges to Workbook

I have a shared Excel workbook with multiple pages shared in Teams.  I want a couple other people to have full access/editing privileges and a larger group of other people to only have view only access - they should not be able to make any changes or see comments/notes imbedded in individual cells.  What is the best way to set this up?
