Rotate data from single cell to vertical listings

I download data CSV into a ingle cell. Then, I want to rotate the comma separated data into rows. How to do that. A time ago, it was easy. Now that function is not there. Help.

In general comma separated CSV file is to be opened in Excel with values separated by columns if only delimiter is the same in CSV file and for OS list separator (.e.g. comma)
