Select (ctrl+ "-")

after that F4  is for repeat last action.

Keyboard shortcut to delete a row in Excel

Excel 2013

Shift+Spacebar to select the row.

Ctrl+-(minus sign) to delete the row.

Excel 2016

Shift+Spacebar to select the row.

Ctrl+-(minus sign) to delete the row.

Undo, redo, or repeat an action

To repeat something simple, such as a paste operation, press Ctrl+Y or F4 (If F4 doesn't seem to work, you may need to press the F-Lock key or Fn Key, then F4).

I would be happy to know if I could help.
