On Sheet 1, I have locked the column width on Row 1 (i.e., A1:V1 ... my top row ... header) BUT when I copy and paste A1:V1 to Sheet 2, the column width changes uniformly. How can I maintain the original column width to be a template for all other sheets?

You may paste with two steps. After Ctrl+V right click, Paste Special->Column widths->Ok
