Prevent VBE focus change on mouseover

I do not like focus to follow the mouse, and have Windows set to work that way.  But when I'm working in Excel and VBA, focus following the mouse seems to be the default behavior, and I see no way to change it.  For example, If I'm working on an Excel worksheet and accidently mouse over the VBE window, the VBE window becomes the active window.   Sadly, I can't simply mouse back over the Excel workbook because ... focus only seems to work in the one direction.
