Note in Cell

I could hover over a Note in a cell and it would display.  Now, all of a sudden, when I hover nothing happens.  I found I can now Show or Hide a Note but I don't want to see it unless I hover over it. Anyone know how to go back to the way it was?

Check File, Options, Advanced tab and scroll down to the "Display" section. What is selected for "For cells with comments, show:"?
It sometimes helps to set this to "No comments, notes or indicators", then close settings and then return to that same setting and change it to "Indicators only, and comments and notes on hover"
