I am failing to understand a problem I have with the SUMIFS function in excel ... but I do not know how to attach an example file here to demonstrate the issue.   How do I attach a sample excel file to this space?

I have linked a sample excel file to illustrate the problem I am having. There are 2 worksheets in the file: in the first, the SUMIFS function seems to mal-function (or at least, I cannot see the problem), in the second the SUMIFS function works just fine. I have not been able to find anything in the references given to me by previous replies to explain this - though I concede I may not be understanding them correctly.
