Navigator Button Not Showing

Hello, I am part of the Insider program and have the most current version (2203 Build 15028.20160), but the Navigation button is missing.  Microsoft rep said to create a discussion here asking for some type of installer to use.  Please help.  Thank you!

Same here for me, it's there when you go in the customize the ribbon but it's greyed out
