multiple task within a cell

If this is the wrong venue, Sorry.  I need to know what is the best way to get a value, basically to total count, from a wide range of cells, with conditions.  Example.  I would like a count of instances where the value ='s 30, but the condition would be, from 01/01/2019 to 01/31/2019, as an example.  lets say my range is from A1:N56, as an example.

This looks easy and probably is, but just cant make it work.  Any help would be great.

@The_Bear , that could be COUNTIF, or SUMPROCT - depends on how exactly the data is structured
