Move pointer not functioning - dragging cells

I am trying to rearrange cells.  I am highlighting the cells and then want to drag them.  The cursor is not changing to the move pointer when I hover on the border of the selected cells.

@BConway1502 , check this setting in Excel Options

File > Options > Advanced > Editing Options > Enable Fill handle
