Map Chart not displaying every province of Poland

When trying to map out some numbers across all of the provinces of Poland, while Excel recognizes Warmian-Masurian Voivodeship as a plot item (with the little map symbol next to the name), along with the rest of the provinces of Poland, when I try to create a map chart this province does not display properly.  I cannot figure out a way, such as having Poland as a country item too, to make it map this province correctly and display data.

What should I try next?

Try top play with column names, and with different interpretations of district names. Map Charts is quite sensitive to both, especially for the locations outside USA.
