Make Cells green and red for lower or higher %

Is there a way for example:  I can do this without doing it manually?

Above 6% i want green

above 3% I want Amber 

below 3% I want red

If this makes sense!! help!!

@Sazzasmith85 Yes, you need to use conditional formatting (see screenshot below). First highlight the cells you want to apply this rule to then you will have to set 3 rules separately.
